How it works

Criminals install electronic skimming devices on casino ATMs (and nearby bank ATMs frequented by casino patrons) to capture card magnetic stripe data and PIN numbers. The devices are designed to blend with the ATM’s appearance — false card slots, pinhole cameras, and overlay keypads. The captured data is used to create counterfeit clone cards, which are then used to withdraw funds from victim accounts. International criminal organizations have targeted casino ATMs because patrons often carry large balances and make large withdrawals.

International Romanian ATM skimming rings have been repeatedly prosecuted for operations targeting U.S. ATMs. In 2019, federal authorities arrested 18 members of an international skimming ring operating across at least 18 states. In 2024, two Romanian nationals in Australia were jailed for a $36,000 ATM shimming operation.
