The Vancouver Model (Cross-Border Laundering)
How it works
Named after the British Columbia casino money laundering scandal (2008-2018), this sophisticated method combines underground banking (Hawala-style transfers) with casino chip purchases. A person in one jurisdiction (e.g., China, restricted to $50,000 annual outflow) wires funds to a criminal syndicate’s account in that country. Upon arrival in the destination (e.g., Vancouver), they receive equivalent cash from the syndicate’s local associates. They take this cash to a casino, buy chips, make minimal bets, and cash out as “winnings” — now with clean money in a Western bank account. The Cullen Commission found hundreds of millions laundered through BC casinos using this model.

The Vancouver Model was the subject of the Cullen Commission (2017-2022), which found that an estimated $5.3 billion was laundered through BC in 2018 alone, with casinos playing a central role. The scandal led to major regulatory reforms in Canadian casino AML programs.
