1.23 Wo On Lok Triad

Macau — Organized Crime

Wo On Lok (also known as Shui Fong or “Water Room”) is a major triad society that was the primary rival of the 14K in Macau during the 1990s. Wo On Lok factions competed with the 14K for control of VIP rooms, bate-ficha networks, and prostitution rackets associated with casino operations. The violent triad wars between Wo On Lok and 14K from 1996-1997 resulted in numerous murders and required direct intervention by Portuguese authorities before the 1999 handover to China.

In practice

The triad wars of the late 1990s severely damaged Macau’s international reputation and were a key factor in Beijing’s decision to liberalize the gaming industry after the handover as a means of bringing international investment and oversight to the territory.
