2.10 Integrated Resort (IR) — Singapore Model
Singapore — Development/Policy
The Singapore Integrated Resort model refers to the government’s approach of requiring casino developments to be embedded within large-scale, multi-use resort complexes that include hotels, convention facilities, shopping, dining, entertainment, and tourist attractions. Singapore’s two IRs — Marina Bay Sands and Resorts World Sentosa — were the first major implementations of this model in Asia (following Macau’s adoption). The IR model was designed to minimize the social impact of casino gambling by ensuring that gaming constituted only 3-5% of total resort floor space and that visitors must make a conscious effort to access the casino.
In practice
The Singapore IR model was subsequently adopted in Japan’s IR legislation and influenced casino development policies in South Korea, Vietnam, and other Asian jurisdictions.
