5.1 NagaWorld (Cambodia)

Cambodia — Property/Monopoly

NagaWorld is Cambodia’s largest integrated resort and casino, located in Phnom Penh on the banks of the Mekong River. Operated by NagaCorp, a Hong Kong-listed company founded by the late Chen Lip Keong, NagaWorld holds a unique 70-year gaming license valid until 2065 and an exclusive monopoly on casino operations within a 200-kilometer radius of Phnom Penh (except border areas, Bokor, Kirirom Mountains, and Sihanoukville) until 2045. The property consists of three phases (Naga1, Naga2, Naga3) and when fully developed will offer approximately 5,000 hotel rooms, 1,300 gaming tables, and 4,500 electronic gaming machines.

In practice

NagaCorp’s monopoly agreement is one of the most favorable in the global gaming industry. The company’s VIP revenue surged from US$225 million in 2016 to over US$1.24 billion in 2019, matching MGM China’s total VIP revenue. The death of founder Chen Lip Keong in December 2023 raised questions about the company’s future direction.
