5.7 Corona Resort & Casino (Phu Quoc)

Corona Resort & Casino, located on Phu Quoc Island in southern Vietnam, is the first and only casino in Vietnam authorized to permanently admit Vietnamese citizens under the pilot program established by Decree 03/2017. Opened in January 2019, the property is operated by Vingroup and was the testing ground for Vietnam’s domestic casino access policy. The casino’s success — with Vietnamese players generating 88% of revenue — contributed to the government’s decision to make the local access permanent in November 2025.
In practice
Corona’s role as the regulatory test bed for Vietnamese domestic casino gambling makes it one of the most significant gaming policy experiments in Southeast Asia.
