1.20 Levo Chan (Tak Chun Group)

Macau — Historical Figure

Levo Chan was the CEO of Tak Chun Group, Macau’s second-largest junket operator after Suncity. Arrested in January 2022 and sentenced to 14 years in prison (later reduced to 12.5 years on appeal), Chan was convicted of facilitating illegal side-betting that defrauded casinos of HK$35 billion and deprived the Macau government of approximately HK$8.6 billion in tax revenue. His conviction, along with Alvin Chau’s, effectively ended the large-scale independent junket model in Macau.

In practice

The Chau and Chan prosecutions sent shockwaves through the Asian gaming industry and led to the 2022 gaming law amendments that fundamentally restructured the relationship between concessionaires and gaming promoters.
