1.5 Macau Gaming Law (Lei do Jogo)

The Macau Gaming Law is the comprehensive legal framework governing all casino gaming operations in the Macau Special Administrative Region. The original Law No. 16/2001 established the legal basis for gaming liberalization, ending the monopoly era. The substantially amended gaming law, enacted in 2022 and effective January 1, 2023, introduced sweeping reforms including: elimination of sub-concessions, a cap of 50 gaming promoters, prohibition on revenue-sharing with promoters, mandated non-gaming investment commitments, enhanced anti-money laundering requirements, and stricter oversight of casino operations. The law also criminalizes unlicensed currency exchange for gambling and unauthorized online betting promotion with imprisonment terms of 1-8 years.

In practice

The 2022 amendments were driven by Beijing’s desire to reduce Macau’s reliance on VIP gaming, increase non-gaming diversification, and bring the industry under tighter central government oversight.
