2.9 Casino Control Act 2006

The Casino Control Act is the primary legislation governing casino operations in Singapore, enacted in 2006 before the opening of the two integrated resorts. The Act established the Casino Regulatory Authority (now GRA), created the NCPG, mandated casino entry levies for citizens and PRs, established exclusion order frameworks, and set the regulatory structure for Singapore’s casino industry. The Act has been amended multiple times, most recently in 2024, to strengthen social safeguards, enhance penalties, and align with the Gambling Control Act.

The Casino Control Act was Singapore’s response to the social concerns raised by casino liberalization, establishing what remains one of the most restrictive and socially conscious casino regulatory regimes in the world.
