4.5 NICC (NSW Independent Casino Commission)

The New South Wales Independent Casino Commission is the regulatory body responsible for overseeing casino operations in NSW, including The Star Sydney and Crown Sydney. The NICC replaced the previous Casino Control Authority and was granted enhanced powers following the Bergin Inquiry recommendations. The commission conducts suitability assessments, monitors compliance, issues directives, and has the authority to impose disciplinary measures including license suspension or revocation.

In practice

The NICC’s predecessor body was criticized for being too deferential to the casino industry. The strengthened NICC was designed to provide genuinely independent and rigorous casino regulation.
