Compliance & Reporting
The Financial Crimes Enforcement Network (FinCEN) is a bureau of the U.S. Department of the Treasury responsible for enforcing the Bank Secrecy Act and administering its regulations. FinCEN collects and analyzes information reported under the BSA, including CTRs and SARs filed by casinos, to support law enforcement investigations into money laundering, terrorist financing, and other financial crimes. FinCEN issues guidance, regulations, and advisories to assist casinos in understanding their compliance obligations. FinCEN coordinates with the IRS for examination and enforcement of BSA compliance at casinos.
In practice
FinCEN’s casino-specific regulations are found at 31 CFR § 1021. FinCEN’s regulatory helpline and guidance documents are the authoritative sources for BSA compliance questions.
