70. Compliance Officer

The BSA Compliance Officer is the individual (or individuals) designated by the casino to be responsible for day-to-day compliance with the Bank Secrecy Act and the casino’s AML program. The Compliance Officer oversees the development and implementation of AML policies, reviews and files SARs, ensures timely CTR filings, coordinates training programs, manages relationships with regulators, and responds to examination findings. The Compliance Officer must have sufficient authority, independence, and resources to fulfill these responsibilities effectively. In larger casino operations, the Compliance Officer may lead a dedicated compliance department; in smaller operations, the role may be combined with other functions.
In practice
FinCEN requires the Compliance Officer to be a named individual with clear accountability. The officer should report directly to senior management and have board-level visibility for significant compliance matters.
