An entry levy is a fee that local residents must pay to enter a casino, a requirement primarily associated with Singapore’s two integrated resorts (Marina Bay Sands and Resorts World Sentosa). Singapore citizens and permanent residents are required to pay a daily entry levy of S$150 or an annual levy of S$3,000 to access the casino gaming floors. Foreign tourists and visitors are exempt from the levy. The entry levy system was established under Singapore’s Casino Control Act as a social safeguard to discourage casual gambling by locals and to minimize the social impact of casino gaming. Entry levy collection systems are integrated into the casino access control infrastructure.

In practice

Singapore’s entry levy is among the most stringent local resident access restrictions in the world. The levy is not applied to non-gaming areas of the integrated resorts — only to casino gaming floors. Enforcement is strict, with significant penalties for circumvention.
