2.4 NCPG (National Council on Problem Gambling)

Singapore — Regulatory/Social Safeguards

The National Council on Problem Gambling is a statutory body established in 2005 under Singapore’s Casino Control Act to address problem gambling in the context of casino liberalization. The NCPG is responsible for: raising public awareness of problem gambling; funding preventive and rehabilitative programs; operating a helpline and counseling services; and most critically, issuing casino exclusion orders. The Council has the authority to issue three types of exclusions: voluntary self-exclusion, family exclusion, and third-party exclusion. Undischarged bankrupts and individuals on government social assistance are automatically excluded.

In practice

The NCPG’s exclusion order system is one of the most comprehensive responsible gambling frameworks in Asia and served as a model for other jurisdictions including Japan’s IR legislation.
