2.5 Casino Entry Levy (Singapore)

Singapore — Regulatory/Social Safeguards

The casino entry levy is a mandatory fee that all Singapore citizens and permanent residents must pay to enter either of Singapore’s two casino properties. As of 2019, the levy is set at S$150 for a single 24-hour entry or S$3,000 for an annual pass. Foreign nationals (non-citizens and non-PRs) are exempt. The entry levy was established as a social safeguard to deter casual and impulse gambling by Singapore residents. The proceeds from the entry levy are directed to social and community development programs. In 2024, approximately S$4.4 million was collected above legislated rates during a brief period when the levy reverted to lower amounts due to an oversight.

In practice

Singapore’s entry levy system is one of the highest in the world and serves as both a deterrent and a revenue source. Casinos are prohibited from extending credit to Singapore citizens and PRs.
