The formal competitive bidding process through which the Macau government awards casino gaming concessions. Under Macau law, concessions must be granted through a mandatory public tender process, in which a tender commission appointed by the Chief Executive evaluates bids based on criteria including financial capacity, suitability of applicants, proposed investment commitments, non-gaming development plans, and revenue sharing terms. The 2022 public tender for Macau’s six concessions marked the first major retendering of gaming rights since 2002 and set new standards for investment, non-gaming diversification, and regulatory oversight.
