2 ·How these are graded, and why it matters

These documents carry the Advisory badge — professional guidance drawn from operational experience, recommendations and practice rather than fact claims. That is the same grade we apply to the toolkit line, and it is deliberately a lower grade than the Verified reference pages in this section.

The distinction is real. The reference pages state what Macau law requires, cited article by article to the gazette. These documents are our proposal for how an operator might discharge those requirements. The first is a record; the second is a judgement. Do not treat them as the same thing.

Every document is built to be edited. Bracketed placeholders are for you to complete with your own property's detail — they are not omissions.

3 ·Why free

Because being read matters more to us than the licence fee. Macau's responsible-gaming regime is narrow enough that a paywall would mostly succeed in keeping this material away from the people who have to operate it. If it is useful, tell a colleague; if it is wrong, tell us — our corrections log is public.
