54. Multiple Transaction Log (MTL)
Financial Transactions
A Multiple Transaction Log (MTL), also known as an Action Control Log (ACL), is the record maintained by casinos to track currency transactions by individual patrons that approach but do not exceed the $10,000 CTR reporting threshold. The MTL enables casinos to aggregate a patron’s transactions within a gaming day to determine when the CTR threshold is met. Each MTL entry typically includes the patron’s name or description, the transaction type and amount, time, location (table number or cage window), and the employee’s signature who recorded the entry. MTLs are typically kept in the pit area, at cage windows, and in slot areas for easy access. While not explicitly required by Title 31, MTLs are an essential internal control for CTR compliance.
In practice
Most casinos set MTL logging thresholds between $2,500 and $3,000. MTLs must be retained for at least five years and are reviewed during independent audits of BSA compliance.
