Fit and Proper

The standard used by gaming regulators (particularly in European and Asia-Pacific jurisdictions) to assess whether an individual or entity is suitable to hold a gaming license or occupy a key position in a gaming operation. Being “fit and proper” requires demonstrating integrity, honesty, financial responsibility, competence, and the absence of criminal associations. The assessment considers criminal record, financial history, business reputation, professional qualifications, and any other factors that might affect the person’s suitability. The MGA and other regulators require all key persons and significant shareholders to pass a fit and proper test as a condition of licensing.
