Part IV: People & Technology · Casino Personnel & Organizational Hierarchy

Chain of Command

Organizational Structure

The formal hierarchy of authority within a casino organization that defines reporting relationships from the most junior employees up to the CEO. In gaming operations, the chain of command is critically important for accountability, regulatory compliance, and operational efficiency. Each employee must know who they report to and who has authority to make decisions, approve exceptions, and take disciplinary action. Gaming regulations in most jurisdictions require casinos to maintain an organizational chart (table of organization) that clearly delineates lines of authority for all personnel.

In practice

New Jersey regulations (13:69D-1.11A) explicitly require each casino licensee to “maintain on file a table of organization delineating the lines of authority for all personnel engaged in the operation of the hotel, casino and casino simulcasting facility.”
