Part IV: People & Technology · Casino Personnel & Organizational Hierarchy

Service Department

Organizational Structure

A casino department that supports gaming operations but does not directly generate gaming revenue. Service departments include security, surveillance, human resources, accounting, compliance, facilities/maintenance, and food and beverage. These departments are cost centers that enable the revenue-generating functions to operate effectively and compliantly. Understanding which departments are “service” versus “revenue” is critical for organizational design and budgeting.

In practice

The distinction between service and revenue departments is particularly important for regulatory purposes, as internal controls often require independence between service departments (like audit and surveillance) and revenue departments (like table games and slots).
