Gaming Promoter / Junket

An individual or company licensed to promote casino gaming by recruiting and facilitating high-value players (“VIP” or “premium” players) to gamble at a casino. Gaming promoters traditionally provided services including player recruitment, travel and hospitality arrangements, credit extension, and debt collection, earning commission based on the rolling chip volume generated by their players. Under Macau’s 2022/2023 gaming law reforms, gaming promoters may now work with only one concessionaire, earn a fixed commission capped at 1.25% of rolling chip turnover (no revenue sharing), cannot issue casino credit, and cannot independently operate VIP rooms. The junket sector in Macau has contracted dramatically from 235 operators at its peak to approximately 29-31 licensed operators as of 2026.

In practice

The traditional Macau junket model collapsed following China’s anti-corruption crackdown and the 2021-2023 prosecutions of major junket operators including Alvin Chau (Suncity) and Levo Chan (Tak Chun).
