A systematic process to identify, analyze, and evaluate the money laundering and terrorist financing risks specific to a casino’s operations, products, services, customers, and geographic locations. The risk assessment forms the foundation of a casino’s risk-based AML program and determines the appropriate level of controls, monitoring, and due diligence for different risk categories. Key risk factors include gaming volume and character, range of financial services offered, characteristics of certain games (e.g., baccarat, junket play), country/geographic risk, patron behaviors and characteristics, PEP exposure, and results of independent audits. The risk assessment must be documented, kept current, and made available to regulators upon request.
