ROVE (Relatorio de Operacoes de Valor Elevado)

Macau's high-value transaction report. A licensed operator must file a ROVE for any cash transaction of MOP 500,000 or more, counted on a single transaction or on transactions aggregated for the same patron, and the filing is due within 24 hours. The obligation sits in DICJ Instruction 1/2016, as amended by Instruction 1/2019, and it is a threshold report rather than a suspicion report: reaching MOP 500,000 triggers it whether or not anything about the transaction looks wrong. That is the distinction a floor most often gets wrong. A ROVE records a number; a Suspicious Transaction Report records a judgement, goes to the Gabinete de Informacao Financeira rather than to DICJ, carries no threshold at all, and is due within two working days of detection.
In practice
Added 2026-08-09. ROVE appears in the site product copy and on the homepage and was the one piece of Macau reporting jargon the glossary did not define. The 24-hour window belongs to the ROVE and the two-working-day window to the STR; the two are commonly conflated.
