Junket Operations

A licensed third-party entity (company or individual) that recruits high-net-worth players, arranges their travel to casino destinations, extends gaming credit, and manages debt collection in exchange for commissions from the casino. In Macau, junket operators are formally termed “gaming promoters” and are regulated under Law No. 5/2004. They operate within casino VIP rooms under agreements with concessionaires. Junket operators traditionally earned commissions based on rolling chip turnover (capped at 1.25% in Macau) or revenue-sharing arrangements (40–50% of net win). Under post-2022 regulations, Macau junket operators may no longer share revenue with casinos and are restricted to earning a fixed 1.25% commission on rolling-chip turnover.

In practice

Major junket operators at their peak included Suncity Group (Alvin Chau), Neptune Group, and Guangdong Group. Suncity’s collapse following Alvin Chau’s 2021 arrest on organized crime and illegal gambling charges triggered the industry-wide restructuring.
