Junket Operator / Gaming Promoter

An independent intermediary or company that recruits high-rolling gamblers (VIP players), arranges their travel to casino destinations, provides credit or facilitates credit arrangements, and earns commissions based on the players’ gaming turnover or losses. Junket Operators are a distinctive feature of the Asia-Pacific gaming market, particularly Macau, where they historically operated VIP rooms within casino properties. Under Macau’s 2022 Gaming Law reforms, junkets can now only work with a single concessionaire and earn fixed commissions (currently capped at 1.25% of rolling-chip turnover), and are prohibited from operating VIP rooms independently or issuing casino credit.

In practice

The Macau junket sector has dramatically contracted following the 2021-2023 crackdown on major junket operators (Suncity, Tak Chun). As of 2026, only 29 licensed junkets remain in Macau, down from 235 in 2014. The traditional junket model is widely considered to be in terminal decline, with casinos increasingly moving to “house-managed” or “direct” VIP programs.
