The operator's legal and operational duty to prevent and mitigate gambling-related harm. In Macau it is a statutory obligation of every concessionaire under Law 16/2001 (Art. 42-A and 42-B), not a voluntary programme. For a surveillance department it resolves into concrete duties: keeping barred persons out, detecting at-risk play, protecting exclusion data, and evidencing all of it for the annual filing.
