How it works

Junket operators earn commissions based on the volume of “dead chips” (non-negotiable chips) purchased and wagered by their referred players. Fraudulent junket operators can manipulate commission structures by: inflating reported chip turnover through fake transactions; creating phantom players to generate commissionable volume; recycling the same chips between players to inflate turnover figures; negotiating excessive commission percentages from naive casino management; and using dead chips as currency in criminal transactions outside the casino. In Macau, junket operators raise capital by offering private investors above-market interest rates for deposits, then extend credit to VIP players. This complex financial structure creates numerous opportunities for fraud. Fraudulent non-negotiable programs have been used where junket reps manipulated casino management into rebate percentages exceeding 10% of rolling chip buy-ins - far above the approximately 2.5% theoretical win rate.

Rolling chip fraud has been documented at multiple Las Vegas Strip casinos where outside marketers manipulated management into accepting 10% rebate percentages. In Macau, the Dore Entertainment case (2015) involved potential losses of up to HKD 2 billion from a former cage manager’s unauthorized actions. Dead chips have been used in drug deals and criminal transactions according to financial crime reports.
